SEC. 514. AMENDMENTS AND MOTIONS TO RECOMMIT. Paragraph 1 of rule XV of the Standing Rules of the Senate is amended to read as follows:“1. (a) An amendment and any instruction accompanying a motion to recommit shall be reduced to writing and read and identical copies shall be provided by the Senator offering the amendment or instruction to the desks of the Majority Leader and the Minority Leader before being debated.“(b) A motion shall be reduced to writing, if desired by the Presiding Officer or by any Senator, and shall be read before being debated.” .
