Sec. 611. Adoption of Foreign Born Orphans.— (a) In general.—Section 101(b)(2) of the Immigration and Nationality Act (8 U.S.C. 1101(b)(2)) is amended by inserting before the period at the end the following: “, except that, for purposes of paragraph (1)(F) (other than the second proviso therein) in the case of an illegitimate child described in para-graph (1)(I) (and not described in paragraph (1)(C), the term 103 STAT. 1039‘parent’ does not include the natural father of the child if the father has disappeared or abandoned or deserted the child or if the father has in writing irrevocably released the child for emigration and adoption”. (b) Effective date.—The amendment made by subsection (a) shall take effect on October 1, 1989, upon the expiration of the similar amendment made by section 210(a) of the Department of Justice Appropriations Act, 1989 (title II of Public Law 100–459, 102 Stat. 2203).
