Sec. 1014. The explanatory statement regarding this Act printed in the House of Representatives section of the Congressional Record on or about December 16, 2010, by the Chairman of the Subcommittee on Defense of the Committee on Appropriations of the House of Representatives shall have the same effect with respect 123 STAT. 3475 to the allocation of funds and implementation of this Act as if it were a joint explanatory statement of a committee of conference.
