Sec. 313. (a) The first section of House Resolution 21, Ninety-Ninth Congress, agreed to December 11, 1985, as enacted into permanent law by section 103 of the Legislative Branch Appropriations Act, 1987 (as incorporated by reference in section 101® of Public Law 99–500 and Public Law 99–591) (40 U.S.C. 184b) is amended by striking out “educationally enriching child care” and all that follows through the end of the section, and inserting in lieu thereof the following: “educationally enriching child care— (1) for children of Members, officers, employees, and support personnel of the House of Representatives; and (2) if places are available after admission of all children who are eligible under paragraph (1), for children of Senators, children of officers and employees of the Senate, and children of employees of agencies of the legislative branch.”. (b) Section 4 of such resolution, as so enacted (40 U.S.C. 184e), is amended— (1) in subsection (a), by striking out the second sentence; and (2) in the first sentence of subsection (b), by striking out “to make the reimbursements required by subsection (a) and” 103 STAT. 1066 (c) Section 5 of such resolution, as so enacted (40 U.S.C. 184f), is amended— (1) in the matter before paragraph (1), by striking out “, the term”; and (2) by striking out paragraphs (1) through (3) and inserting in lieu thereof the following: “(1) the term ‘employee of the House of Representatives’ means an employee whose pay is disbursed by the Clerk of the House of Representatives; “(2) the term ‘employee of the Senate’ means an employee whose pay is disbursed by the Secretary of the Senate; “(3) the term ‘Member’ means, with respect to the House of Representatives, a Representative in, or a Delegate or Resident Commissioner to, the Congress; “(4) the term ‘agency of the legislative branch’ means the Office of the Architect of the Capitol, the Botanic Garden, the General Accounting Office, the Government Printing Office, the Library of Congress, the Office of Technology Assessment, the Congressional Budget Office, and the Copyright Royalty Tribunal; and “(5) the term ‘support personnel’ means, with respect to the House of Representatives, any employee of a credit union or of the Architect of the Capitol, whose principal duties are to support the functions of the House of Representatives.”.
