SEC. 1303. PROTECTION OF TRIBAL RIGHTS.(a) In General.—Nothing in this subtitle shall be construed as diminishing any right of any Indian tribe.(b) Memorandum of Understanding.—The Secretary shall seek to enter into a memorandum of understanding with the Coquille Indian Tribe regarding access to the Copper Salmon Wilderness to conduct historical and cultural activities.
