Sec. 101. Section 35 of the Securities Exchange Act of 1934 (15 U.S.C. 78kk) is amended to read as follows: “authorization of appropriations “Sec. 35. (a) There are authorized to be appropriated to carry out the functions, powers, and duties of the Commission— “(1) $158,600,000 for fiscal year 1988; and “(2) $172,200,000 for fiscal year 1989. “(b) Of the amounts authorized by subsection (a), the amount which may, subject to section 35A, be obligated or expended by the Commission for the purpose of funding a contract for the establishment and operation of the electronic data gathering, analysis, and retrieval (‘EDGAR’) system shall not exceed— “(1) $15,000,000 for fiscal year 1988; and “(2) $20,000,000 for fiscal year 1989.”.
