DEPARTMENT OF STATE Administration of Foreign Affairs diplomatic and consular programs (including transfer of funds) For an additional amount for “Diplomatic and Consular Programs”, $1,261,000,000, to remain available until September 30, 2011: Provided, That the Secretary of State may transfer up to $149,500,000 of the total funds made available under this heading to any other appropriation of any department or agency of the United States, upon concurrence of the head of such department or agency and after consultation with the Committees on Appropriations, to support operations in and assistance for Afghanistan and 124 STAT. 2321 Pakistan and to carry out the provisions of the Foreign Assistance Act of 1961. For an additional amount for “Diplomatic and Consular Programs” for necessary expenses for emergency relief, rehabilitation, and reconstruction support, and other expenses related to Haiti following the earthquake of January 12, 2010, $65,000,000, to remain available until September 30, 2011: Provided, That funds appropriated in this paragraph may be used to reimburse obligations incurred for the purposes provided herein prior to enactment of this Act: Provided further, That up to $3,700,000 of the funds made available in this paragraph may be transferred to, and merged with, funds made available under the heading “Emergencies in the Diplomatic and Consular Service”: Provided further, That up to $290,000 of the funds made available in this paragraph may be transferred to, and merged with, funds made available under the heading “Repatriation Loans Program Account”. office of inspector general For an additional amount for “Office of Inspector General” for necessary expenses for oversight of operations and programs in Afghanistan, Pakistan, and Iraq, $3,600,000, to remain available until September 30, 2013. embassy security, construction, and maintenance For an additional amount for “Embassy Security, Construction, and Maintenance” for necessary expenses for emergency needs in Haiti following the earthquake of January 12, 2010, $79,000,000, to remain available until expended: Provided, That funds appropriated in this paragraph may be used to reimburse obligations incurred for the purposes provided herein prior to enactment of this Act. International Organizations contributions for international peacekeeping activities For an additional amount for “Contributions for International Peacekeeping Activities” for necessary expenses for emergency security related to Haiti following the earthquake of January 12, 2010, $96,500,000, to remain available until September 30, 2011: Provided, That funds appropriated in this paragraph may be used to reimburse obligations incurred for the purposes provided herein prior to enactment of this Act.
