limitation on use of funds available to the department of veterans affairsSec. 902. The amount made available to the Department of Veterans Affairs by this chapter under the heading “Veterans Benefits Administration” under the heading “compensation and pensions” may not be obligated or expended until the expiration of the period for Congressional disapproval under chapter 8 of title 5, United States Code (commonly referred to as the “Congressional Review Act”), of the regulations prescribed by the Secretary of Veterans Affairs pursuant to section 1116 of title 38, United States Code, to establish a service connection between exposure of veterans to Agent Orange during service in the Republic of Vietnam during the Vietnam era and hairy cell leukemia and other chronic B cell leukemias, Parkinson’s disease, and ischemic heart disease.
