Sec. 9086. From the amounts appropriated in this Act, funds shall be available for Naval Aviation Depots to perform manufacturing in order to compete for production contracts of Defense articles: Provided, That the Navy shall certify that successful bids between Naval Aviation Depots and private companies for such production contracts include comparable estimates of all direct and indirect costs: Provided further, That competitions conducted under this authority shall not be subject to section 2461 or 2464 of title 10,103 STAT. 1148 United States Code, or to Office of Management and Budget Circular A-76.
