SEC. 301. SEAWARD EXTENSION OF ANCHORAGE GROUNDS JURISDICTION. Section 7 of the Rivers and Harbors Appropriations Act of 1915 (33 U.S.C. 471) is amended—(1) by striking “That the” and inserting the following:“(a) In General.—The”.(2) in subsection (a) (as designated by paragraph (1)) by striking “$100; and the” and inserting “up to $10,000. Each day during which a violation continues shall constitute a separate violation. The”; and(3) by adding at the end the following:“(b) Definition.—As used in this section ‘navigable waters of the United States’ includes all waters of the territorial sea of the United States as described in Presidential Proclamation No. 5928 of December 27, 1988.”.
