SEC. 218. HOME PORT OF COAST GUARD VESSELS IN GUAM. Section 96 of title 14, United States Code, is amended—(1) by striking “a State of the United States” and inserting “the United States or Guam”; and(2) by inserting “or Guam” after “outside the United States”.
