rehabilitation services and handicapped research For carrying out, to the extent not otherwise provided, the Rehabilitation Act of 1973, title I of Public Law 100–407, and the Helen Keller National Center Act, as amended, $1,804,870,000, of which $32,674,000 shall be for special demonstration programs under sections 311 (a), (b), and (c) including $15,000,000 for one-time start-up grants to establish a system of regional comprehensive head injury prevention and rehabilitation centers.
