SEC. 1220. EXTENSION AND MODIFICATION OF PAKISTAN COUNTERINSURGENCY FUND.(a) Extension.—Subsection (h) of section 1224 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111–84; 123 Stat. 2521) is amended by striking “September 30, 2010” both places it appears and inserting “September 30, 2011”.(b) Required Elements of Assistance.—Subsection (b) of such section is amended—(1) by redesignating paragraph (2) as paragraph (3); and(2) by inserting after paragraph (1) the following new paragraph (2):“(2) Required elements of assistance.—Assistance provided to the security forces of Pakistan under this section in a fiscal year after fiscal year 2010 shall be provided in a manner that promotes—“(A) observance of and respect for human rights and fundamental freedoms; and“(B) respect for legitimate civilian authority within Pakistan.”.
