REPORT ON GRADED SECURITY PROTECTION POLICY.
SEC. 3131. REPORT ON GRADED SECURITY PROTECTION POLICY.(a) Report.—Not later than February 1, 2011, the Secretary of Energy shall submit to the congressional defense committees a report on the implementation of the graded security protection policy of the Department of Energy.(b) Matters Included.—The report under subsection (a) shall include the following:(1) A comprehensive plan and schedule (including any benchmarks, milestones, or other deadlines) for implementing the graded security protection policy.(2) An explanation of the current status of the graded security protection policy for each site with respect to the comprehensive plan under paragraph (1).(3) An explanation of the Secretary’s objective end-state for implementation of the graded security protection policy (such end-state explanation shall include supporting justification and rationale to ensure that robust and adaptive security measures meet the graded security protection policy requirements).(4) Identification of each site that has received an exception or waiver to the graded security protection policy, including the justification for each such exception or waiver.(5) A schedule for “force-on-force” exercises that the Secretary considers necessary to maintain operational readiness.(6) A description of a program that will provide proper training and equipping of personnel to a certifiable standard.(c) Form.—The report required by subsection (a) shall be submitted in unclassified form, but may include a classified annex.124 STAT. 4517
