SEC. 220. [6 U.S.C. 970] NONCONTAINERIZED CARGO. The Secretary, acting through the Commissioner, shall consider the potential for participation in C-TPAT by importers of noncontainerized cargoes that otherwise meet the requirements under this subtitle.
