SEC. 3005. REPORT BY VISITING COMMITTEE. Section 10(h)(1) of the National Institute of Standards and Technology Act (15 U.S.C. 278(h)(1)) is amended— (1) by striking “on or before January 31 in each year” and inserting “not later than 30 days after the submittal to Congress of the President’s annual budget request in each year”; and (2) by adding to the end the following: “Such report also shall comment on the programmatic planning document and updates thereto submitted to Congress by the Director under subsections (c) and (d) of section 23.”.
