SEC. 1283. The following provisions of Public Law 111-80 shall be applied to funds appropriated by this division by substituting “2010”, “2011”, and “2012” for “2009”, “2010”, and “2011”, respectively, in each instance that such terms appear: (1) The second paragraph under the heading “Agricultural Programs, Animal and Plant Health Inspection Service, Salaries and Expenses”. (2) The second proviso under the heading “Agricultural Programs, Food Safety and Inspection Service”. (3) The first proviso in the second paragraph under the heading “Rural Development Programs, Rural Housing Service, Rural Housing Insurance Fund Program Account”. (4) The fifth proviso under the heading “Rural Development Programs, Rural Housing Service, Rental Assistance Program”. (5) The proviso under the heading “Rural Development Programs, Rural Housing Service, Mutual and Self-Help Housing Grants”. (6) The first proviso under the heading “Rural Development Programs, Rural Housing Service, Rural Housing Assistance Grants”. (7) The seventh proviso under the heading “Rural Development Programs, Rural Housing Service, Rural Community Facilities Program Account”. (8) The third proviso under the heading “Rural Development Programs, Rural Business—Cooperative Service, Rural Business Program Account”. (9) The four availability of funds clauses under the heading “Rural Development Programs, Rural Business—Cooperative Service, Rural Development Loan Fund Program Account”. (10) The fifth proviso under the heading “Rural Development Programs, Rural Utilities Service, Rural Water and Waste Disposal Program Account”. (11) Sections 713, 717, and 732.
