SEC. 1109. WORKFORCE DEVELOPMENT. (a) On-the-job Training.—Section 140(b) of title 23, United States Code, is amended— (1) in the second sentence, by striking “Whenever apportionments are made under section 104(b)(3) of this title,” and inserting “From administrative funds made available under section 104(a),”; and (2) in the fifth sentence, by striking “and the bridge program under section 144”. (b) Disadvantaged Business Enterprise.—Section 140(c) of title 23, United States Code, is amended in the second sentence by striking “Whenever apportionments are made under section 104(b)(3),” and inserting “From administrative funds made available under section 104(a),”.
