SEC. 52013. TRANSPORTATION RESEARCH AND DEVELOPMENT STRATEGIC PLANNING. Section 508(a) of title 23, United States Code, is amended— (1) in paragraph (1), by striking “SAFETEA-LU” and inserting “Transportation Research and Innovative Technology Act of 2012”; and (2) in paragraph (2), by striking subparagraph (A) and inserting the following: “(A) describe the primary purposes of the transportation research and development program, which shall include, at a minimum— “(i) promoting safety; “(ii) reducing congestion and improving mobility; “(iii) preserving the environment; “(iv) preserving the existing transportation system; “(v) improving the durability and extending the life of transportation infrastructure; and “(vi) improving goods movement.” .
