SEC. 441. [42 U.S.C. 12891] PROGRAM AUTHORITY. The Secretary is authorized to make— (1) planning grants to help applicants develop homeownership programs in accordance with this subtitle; and (2) implementation grants to enable applicants to carry out homeownership programs in accordance with this subtitle.
