PROGRAM AUTHORITY.
SEC. 452. [42 U.S.C. 12899a] PROGRAM AUTHORITY.
The Secretary may make—
(1) planning grants to enable applicants to develop Youthbuild programs; and
(2) implementation grants to enable applicants to carry out Youthbuild programs.
