SEC. 206. APPOINTMENTS OF PERMANENT COMMISSIONED OFFICERS. Section 211 of title 14, United States Code, is amended by adding at the end the following: “(d) For the purposes of this section, the term ‘original’, with respect to the appointment of a member of the Coast Guard, refers to that member’s most recent appointment in the Coast Guard that is neither a promotion nor a demotion.” .
