221.Section 1761 of title 18, United States Code, is amended—(1)by striking non-Federal in subsection (c)(1);(2)by redesignating subsection (d) as subsection (e); and(3)by inserting after subsection (c) the following new subsection:(d)This section shall not apply to goods, wares, or merchandise manufactured, produced, mined or assembled by convicts or prisoners who are participating in any pilot project approved by the FPI Board of Directors, which are currently, or would otherwise be, manufactured, produced, mined, or assembled outside the United States.. This title may be cited as the Department of Justice Appropriations Act, 2012.
