108.The Secretary of the Army may authorize a member of the Armed Forces under the Secretary’s jurisdiction and employees of the Department of the Army to serve without compensation as director, officer, or otherwise in the management of the organization established to support and maintain the participation of the United States in the permanent international commission of the congresses of navigation, or any successor entity.
