219.None of the funds appropriated or otherwise made available in this Act may be expended to advance the creation of a Federally Funded Research and Development Center at the Centers for Medicare and Medicaid Services, prior to a Federal Register notice being issued that outlines: how this proposal would meet the specific requirements identified in FAR 35.017-2; agency procedures that ensure small business competitiveness is maintained; and the outline of a transparent award and governance process to be employed.
