104.(a)Section 103(b) of the Legislative Branch Appropriations Act, 1999 (2 U.S.C. 74a-8(b)) is amended—(1)in the matter preceding paragraph (1), by striking Subject to the allocation described in subsection (c), funds and inserting Funds;(2)in paragraph (1), by striking direct; and inserting the following: direct (or, if the Speaker is not a member of the Republican Party, under such terms and conditions as the Minority Leader of the House of Representatives may direct);; and(3)in paragraph (2), by striking direct. and inserting the following: direct (or, if the Speaker is a member of the Democratic Party, under such terms and conditions as the Speaker may direct)..(b)Section 103 of such Act (2 U.S.C. 74a-8(c)) is amended—(1)by striking subsection (c); and(2)by redesignating subsection (d) as subsection (c).(c)2 U.S.C. 5161 noteThe amendments made by this section shall take effect as if included in the enactment of the Legislative Branch Appropriations Act, 1999.
