8003.Funds appropriated by this title under the headings International Disaster Assistance, Transition Initiatives, Complex Crises Fund, Economic Support Fund, Migration and Refugee Assistance, International Narcotics Control and Law Enforcement, Nonproliferation, Anti-terrorism, Demining, and Related Programs, Peacekeeping Operations, Foreign Military Financing Program, and Pakistan Counterinsurgency Capability Fund, may be transferred to, and merged with, funds appropriated by this title under such headings: Provided, That such transfers shall be subject to the regular notification procedures of the Committees on Appropriations: Provided further, That the transfer authority in this section is in addition to any transfer authority otherwise available under any other provision of law, including section 610 of the Foreign Assistance Act which may be exercised by the Secretary of State for the purposes of this title.
