7033.None of the funds appropriated by this Act may be used to make a future year funding pledge for any multilateral or bilateral program funded in titles III through VI of this Act unless such pledge was—(1)previously justified in a congressional budget justification;(2)included in an Act making appropriations for the Department of State, foreign operations, and related programs or previously authorized by an Act of Congress;(3)notified in accordance with the regular notification procedures of the Committees on Appropriations; or(4)the subject of prior consultation with the Committees on Appropriations and such consultation was conducted at least 7 days in advance of the pledge.
