SEC. 1533. AVAILABILITY OF FUNDS IN AFGHANISTAN SECURITY FORCES FUND. (a) Continuation of Existing Limitations.—Funds available to the Department of Defense for the Afghanistan Security Forces Fund for fiscal year 2012 shall be subject to the conditions contained in subsections (b) through (g) of section 1513 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181; 122 Stat. 428), as amended by section 1531(b) of the Ike Skelton National Defense Authorization Act for Fiscal Year 2011 (Public Law 111-383; 124 Stat. 4424). (b) Availability for Literacy Instruction and Training.—Assistance provided utilizing funds in the Afghanistan Security Forces Fund may include literacy instruction and training to build the logistical, management, and administrative capacity of military and civilian personnel of the Ministry of Defense and Ministry of Interior, including through instruction at training facilities of the North Atlantic Treaty Organization Training Mission in Afghanistan. (c) Management and Oversight of Contracts.—Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report containing the Secretary’s determination regarding whether the Department of Defense has sufficient management and oversight mechanisms in place with respect to contracts to be entered into during fiscal year 2012 using funds in the Afghanistan Security Forces Fund. If the Secretary determines that sufficient management and oversight mechanisms are not already in place, the Secretary shall include in the report a plan for improving such management and oversight mechanisms.
