SEC. 3503. RECRUITMENT AUTHORITY. Section 51301 of title 46, United States Code, is amended— (1) by inserting “(a) IN General.—” before the first sentence; and (2) by adding at the end the following new subsection: “(b) Recruitment. The Secretary of Transportation may, subject to the availability of appropriations, expend funds available for United States Merchant Marine Academy operating expenses for recruiting activities, including advertising, in order to obtain recruits for the Academy and cadet applicants.” .
