746.Not later than 1 year after the date of enactment of this Act, the Director of the Office of Management and Budget, in consultation with the Council of Inspectors General on Integrity and Efficiency, the Government Accountability Office, and other stakeholders shall develop—(1)criteria for an agency that has demonstrated a stabilized, effective system of internal control over financial reporting, whereby the agency would qualify for a consolidated Department level audit for obtaining a financial statement audit opinion, rather than an agency level audit; and(2)recommendations on how to improve current financial reporting requirements to increase government transparency, in conjunction with the implementation of the Digital Accountability and Transparency Act of 2014 (Public Law 113-101), and better meet the needs of all stakeholders.
