168.Of the unobligated balance of amounts made available for fiscal year 2011 or prior fiscal years to carry out the discretionary bus and bus facilities program under 49 U.S.C. 5309, $27,989,839 shall be used for new bus rapid transit projects recommended, in the President’s fiscal year 2015 budget request, to be funded under the heading Department of Transportation-Federal Transit Administration-Capital Investment Grants: Provided, That all such projects shall remain subject to the requirements of 49 U.S.C. 5309 for New Starts, Small Starts, or Core Capacity projects, as applicable, under the Capital Investment Grants Program: Provided further, That such funds shall be in addition to the amounts otherwise made available by this Act for Department of Transportation-Federal Transit Administration-Capital Investment Grants.
