SEC. 318. REGIONAL CITIZENS’ ADVISORY COUNCIL. Section 5002(k)(3) of the Oil Pollution Act of 1990 (33 U.S.C. 2732(k)(3)) is amended by striking “not more than $1,000,000” and inserting “not less than $1,400,000”.
