SEC. 3305. AVIATION SECURITY STAKEHOLDERS DEFINED. For purposes of this subtitle, the term “aviation security stakeholders” shall mean, at a minimum, air carriers, airport operators, and labor organizations representing Transportation Security Officers or, where applicable, contract screeners.
