SEC. 131. (a) Amounts made available by section 101 for “Department of Homeland Security—U.S. Customs and Border Protection—Operations and Support” may be apportioned up to the rate for operations necessary to maintain not less than the number of staff achieved on September 30, 2016. (b) Amounts made available by section 101 for “Department of Homeland Security—Transportation Security Administration—Operations and Support” may be apportioned up to the rate for operations necessary to maintain not less than the number of screeners achieved on September 30, 2016.
