SEC. 1128. MULTISTATE ACTIVITIES. Section 22 of the Water Resources Development Act of 1974 (42 U.S.C. 1962d-16) is amended— (1) in subsection (a)(1)— (A) by striking “or other non-Federal interest” and inserting “, group of States, or non-Federal interest”; (B) by inserting “or group of States” after “working with a State”; and (C) by inserting “or group of States” after “boundaries of such State”; and (2) in subsection (c)(1) by adding at the end the following: “The Secretary may allow 2 or more States to combine all or a portion of the funds that the Secretary makes available to the States in carrying out subsection (a)(1).”.
