SEC. 141. STANDARDIZATION OF 5.56MM RIFLE AMMUNITION. (a) Report.—If, on the date that is 180 days after the date of the enactment of this Act, the Army and the Marine Corps are using in combat two different types of enhanced 5.56mm rifle ammunition, the Secretary of Defense shall, on such date, submit to the congressional defense committees a report explaining the reasons that the Army and the Marine Corps are using different types of such ammunition. (b) Standardization Requirement.—Except as provided in subsection (c), not later than one year after the date of the enactment of this Act, the Secretary of Defense shall ensure that the Army and the Marine Corps are using in combat one standard type of enhanced 5.56mm rifle ammunition. (c) Exception.—Subsection (b) shall not apply in a case in which the Secretary of Defense— (1) determines that a state of emergency requires the Army and the Marine Corps to use in combat different types of enhanced 5.56mm rifle ammunition; and (2) certifies to the congressional defense committees that such a determination has been made.
