SEC. 2108. ADDITIONAL AUTHORITY TO CARRY OUT CERTAIN FISCAL YEAR 2016 PROJECT. (a) Project Authorization.—The Secretary of the Army may carry out a military construction project to construct a vehicle bridge and traffic circle to facilitate traffic flow to and from the Medical Center at Rhine Ordnance Barracks, Germany, in the amount of $12,400,000. (b) Use of Host-nation Payment-in-kind Funds.—The Secretary may use available host-nation payment-in-kind funding for the project described in subsection (a).
