SEC. 623. [47 U.S.C. 1513] NO ADDITIONAL FUNDS AUTHORIZED. No additional funds are authorized to be appropriated to carry out this title, or the amendments made by this title. This title, and the amendments made by this title, shall be carried out using amounts otherwise authorized.
