SEC. 511. [47 U.S.C. 503 note] DISCLAIMER FOR PRESS RELEASES REGARDING NOTICES OF APPARENT LIABILITY. The Commission shall include in any press release regarding the issuance of a notice of apparent liability under section 503(b)(4) of the Communications Act of 1934 (47 U.S.C. 503(b)(4)) a disclaimer informing consumers that— (1) the issuance of a notice of apparent liability should be treated only as allegations; and (2) the amount of any forfeiture penalty proposed in a notice of apparent liability represents the maximum penalty that the Commission may impose for the violations alleged in the notice of apparent liability.
