SEC. 355. STUDY ON PHASING OUT OPEN BURN PITS. (a) Report.—Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report that includes— (1) details of any ongoing use of open burn pits; and (2) the feasibility of phasing out the use of open burn pits by using technology incinerators. (b) Open Burn Pit Defined.—In this section, the term “open burn pit” means an area of land— (1) that is designated by the Secretary of Defense to be used for disposing solid waste by burning in the outdoor air; and (2) does not contain a commercially manufactured incinerator or other equipment specifically designed and manufactured for the burning of solid waste.
