SEC. 919. LIMITATION ON TRANSFER OF THE CHEMICAL, BIOLOGICAL, AND RADIOLOGICAL DEFENSE DIVISION OF THE NAVY. (a) Report Required.—Not later than 90 days after the date of the enactment of this Act, the Secretary of the Navy shall submit to the congressional defense committees a report that includes the following: (1) A detailed timeline for the proposed transfer of the Chemical, Biological, and Radiological Defense Division of the Navy from Virginia to another location. (2) A full accounting of the costs associated with the proposed transfer, including— (A) all personnel costs; (B) all equipment costs; and (C) all facility renovation costs for the existing facilities of the Division and the facilities to which the Division is proposed to be transferred. (3) A risk assessment of the operational impact of the transfer during the transition period. (4) An explanation of the operational benefit expected to be achieved by collocating all Chemical, Biological, and Radiological elements of the Department of the Navy. (b) Limitation.—The Secretary may not transfer, or prepare to transfer, the Chemical, Biological, and Radiological Defense Division of the Navy from Dahlgren, Virginia, to another location until a period of 45 days has elapsed following the date on which the report is submitted to the congressional defense committees under subsection (a).
