SEC. 1243. DETERMINATION REQUIRED REGARDING MATERIAL BREACH OF INF TREATY BY THE RUSSIAN FEDERATION. (a) Determination Required.—Not later than January 15, 2019, the President shall submit to the appropriate congressional committees a determination whether— (1) the Russian Federation is in material breach of its obligations under the INF Treaty; and (2) the prohibitions set forth in Article VI of the INF Treaty remain binding on the United States as a matter of United States law. (b) Definitions.—In this section: (1) Appropriate congressional committees.—The term “appropriate congressional committees” means— (A) the congressional defense committees; and (B) the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives. (2) INF treaty.—The term “INF Treaty” means the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, commonly referred to as the “Intermediate-Range Nuclear Forces (INF) Treaty”, signed at Washington December 8, 1987, and entered into force June 1, 1988.
