419.Notwithstanding any other provision of law, on and after the date of enactment of this Act (without regard to fiscal year)—(1)subsections (c) and (d) of section 395.3 of title 49, Code of Federal Regulations, as codified on the day before the date of enactment of this Act, are null and void; and(2)section 395.3(c) of title 49, Code of Federal Regulations, as in effect on December 26, 2011, is hereby restored to full force and effect.
