421.For an additional amount for Department of Housing and Urban Development, Community Planning and Development, Community Development Fund, $400,000,000, to remain available until expended, which amounts shall be allocated and used under the same authority and conditions as—(1)the additional appropriations for fiscal year 2016 in section 145(a) of division C of Public Law 114-223 and for fiscal year 2017 in section 192(a) of division C of Public Law 114-223 (as added by section 101(3) of division A of Public Law 114-254) (except for the last proviso under such section 145(a) and the proviso under such section 192);(2)the additional appropriation for fiscal year 2016 in section 420 of title IV of division L of Public Law 114-113 (except for the last two provisos under such section); and(3)in section 145(a) of division C of Public Law 114-223 (except for the last proviso under such section 145(a)), for additional major disasters declared in calendar year 2017 or later until such funds are fully allocated: Provided, That amounts authorized for use under section 192(b) of division C of Public Law 114-223 (as added by section 101(3) of division A of Public Law 114-254) may be used for necessary costs, including information technology costs, of administering and overseeing the obligation and expenditure of amounts made available under this section: Provided further, That amounts made available by this section shall be designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
