164.Any unobligated amounts made available for fiscal year 2012 or prior fiscal years to carry out the discretionary job access and reverse commute program under section 3037 of the transportation equity act for the 21st century are hereby rescinded: Provided, That such amounts are made available for projects eligible under 49 U.S.C. 5309(q).
