(a) Waiver.—Section 3210(a)(6)(D) of title 39, United States Code, is amended by striking the period at the end of the first sentence and inserting the following: “, and in 134 STAT. 579 the case of the Commission, to waive this paragraph in the case of mailings sent in response to or to address threats to life safety.”. (b) Effective Date.—The amendments made by this subsection shall apply with respect to mailings sent on or after the date of the enactment of this Act.
