salaries and expenses
(including transfer of funds) For an additional amount for “Departmental Management”, $15,000,000, to remain available through September 30, 2022, to prevent, prepare for, and respond to coronavirus, including to enforce worker protection laws and regulations, and to oversee and coordinate activities related to division C, division D, division E, and division F of Public Law 116-127: Provided, That the Secretary of Labor may transfer the amounts provided under this heading in this Act as necessary to “Employee Benefits Security Administration”, “Wage and Hour Division”, “Occupational Safety and Health Administration”, and “Employment and Training Administration—Program Administration” to prevent, prepare for, and respond to coronavirus, including for enforcement, oversight, and coordination activities in those accounts: Provided further, That of the amount provided under this heading in this Act, $1,000,000, to remain available until expended, shall be transferred to “Office of Inspector General” for oversight of activities related to Public Law 116-127 and for oversight activities supported with funds appropriated to the Department of Labor to prevent, prepare for, and respond to coronavirus: Provided further, That 15 days prior to transferring any funds pursuant to the previous provisos under the heading in this Act, the Secretary shall provide to the Committees on Appropriations of the House of Representatives and the Senate an operating plan describing the planned uses of each amount proposed to be transferred: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
