SEC. 311. OUACHITA AND BLACK RIVERS, ARKANSAS AND LOUISIANA. The project for navigation, Ouachita and Black Rivers, Arkansas and Louisiana, authorized by section 101 of the River and Harbor Act of 1960 (74 Stat. 481), is modified to include water supply as an authorized purpose.
