SEC. 754. FARMING OPPORTUNITIES TRAINING AND OUTREACH PROGRAM. Due to the impacts of COVID-19 on certain producers, there is appropriated, out of any funds in the Treasury not otherwise appropriated, for the Farming Opportunities Training and Outreach Program under section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 2279), $75,000,000, to remain available until expended: Provided, That notwithstanding any other provision of law, the Secretary of Agriculture may reduce the amount of matching funds otherwise required under that section 2501 to an amount not greater than 10 percent of the total amount of the Federal funds obligated under this section only during the public health emergency declared by the Secretary of Health and Human Services under section 319 of the Public Health Service Act (42 U.S.C. 247d) on January 31, 2020, with respect to COVID-19 (or any renewal of that declaration): Provided further, That such match may be an in-kind contribution: Provided further, That the Secretary of Agriculture may waive any maximum grant amount otherwise applicable to grants provided using such amounts.
